What are the black straps on PJ's arms and shoulders? Do they serve a purpose or are they a fashion statement?

KSR kept talking about him have his shoulders taped up. No explanation of why. First time I've ever seen electrician's tape used that way!

If you guys watch much beach volleyball, a lot of those athletes wear that tape on their shoulders!
