Ed,
I agree with the basic orientation of Trump vs. Obama, and I am no Obama apologist, but your list is a least misleading, but in my opinion, VERY WRONG.
Most of those orders were issued to block access of persons in those countries to things like Visas, financial assets, etc. In other words, they were not to "aid" any of those countries. They were targeted at persons "in" those countries who were deemed important, and dangerous.
For example, you mention "aid Ukraine". Here are three consecutive executive orders on Ukraine, all issued in March of 2014, as the "little green men" began taking over Crimea and infiltrating the Donbas region:

13661 Blocking Property of Additional Persons Contributing to the Situation in Ukraine March 16, 2014
13662 Blocking Property of Additional Persons Contributing to the Situation in Ukraine
I see nothing in those about "aiding" Ukraine as much as I see "blocking" the Russians. In fact, most of the orders you list fall into the same type.
Somalia:
13536 Blocking Property of Certain Persons Contributing to the Conflict in Somalia
Yemen:
13611 Blocking Property of Persons Threatening the Peace, Security, or Stability of Yemen
Libya:
13726 Blocking Property and Suspending Entry Into the United States of Persons Contributing to the Situation in Libya
Central Africa:
13667 Blocking Property of Certain Persons Contributing to the Conflict in the Central African Republic
Venezuela:
13692 Blocking Property and Suspending Entry of Certain Persons Contributing to the Situation in Venezuela
Libya:
13726 Blocking Property and Suspending Entry Into the United States of Persons Contributing to the Situation in Libya
There were a whole boatload of similar orders relating to North Korea, Syria, and Iran.
Now, if you go back and read the whole list of Obama's Executive Orders, you will find that the real damage was done by order that affected The United States. Most of these were signed in his first year in office, and most were designed to implement his campaign promises.
