The first article said that he didn't attend the program, only that he was supposed to be going to it instead of getting in trouble, as a diversion program.

There should be a program where they send trouble youths to a gentrified chain gang, but instead of doing hard labor, the learn trades and work for free to make the program self sufficient. That way, when they get out, they have usable skills.
It should not be earmarked just for minorities. That would make it a racist program.
